Vaccines against COVID-19 were licensed in Canada in 2020 and 2021 without undergoing the country’s safety testing as required by established pharmaceutical regulations, an accountability watchdog has revealed.
Research into COVID vaccines found the shots were “neither safe nor effective.” said the non-profit National Citizens Inquiry (NCI) in a September 15 publication at X. The organization published a report Thursday detailing the flawed mechanism by which vaccines were granted “approval” in Canada.
“It is important to understand that vaccines against COVID-19 were never approved under the traditional drug approval process in Canada,” the report states (pdf). Instead, Health Canada, the federal agency responsible for national health policy, approved the vaccines through an alternative authorization process: an interim order.
“As part of the alternative authorization process, the need to objectively establish the safety and efficacy of COVID-19 vaccines appears to have been sidelined.“
Canada’s Food and Drug Regulations require that a drug can only be approved in the country after its safety and effectiveness have been demonstrated to the Minister of Health. The minister then considers whether the benefits outweigh the risks, and approval is then granted.
Instead of following the regulations, the Minister of Health issued an interim order on September 16, 2021, which exempted all COVID-19 vaccines from normal review and approval. This provision normally allows the Minister to override normal regulations in situations of “significant risk” to health, safety or the environment.
In Canada, the health agency authorized four COVID-19 vaccines under an interim order: Pfizer-BioNTech, Moderna, Janssen and AstraZeneca.
The report noted that according to the order, vaccines were authorized through a “subjective test.” In this situation, authorization is granted simply by demonstrating that the benefits of vaccination outweigh the risks.
“This cannot be an adequate standard for approving a drug that the Government intends to administer to the entire population. It is difficult to conceive of a less scientific test for the authorization of drugs than that found in the Interim Order.”
Thus, the order exempted manufacturers from having to effectively demonstrate “objective evidence of safety and efficacy” of their COVID-19 vaccines.
“The result was that while chief medical officers across the country repeatedly assured Canadians that the COVID-19 vaccines were ‘safe and effective,’ the general Canadian public did not understand that their authorization process had not required objective proof of safety or efficacy.”
“Not safe for human use”
The NCI report was supported by cardiologist Dr. Peter A. McCullough. “Excellent work @Inquiry_Canada with thorough testimony and review of evidence. Conclusion: All COVID-19 vaccines are unsafe for human use and should be immediately withdrawn from the Canadian market to protect the public” , wrote on September 16. publication to X
Dr. McCullough recently called on European lawmakers to pull COVID-19 vaccines off the market because of concerns about diseases such as heart inflammation, blood clots and neurological diseases.
“Vaccines against COVID-19 and all its progeny and future boosters are not safe for human use. I implore you, as the governing body, the European Medicines Agency (EMA), to apply all due pressure and urgency to withdraw the COVID-19 vaccines from the market,” Dr McCullough said in testimony to the European Parliament on September 13.
The NCI report comes as the US Food and Drug Administration (FDA) approved new COVID vaccines on September 11 for children up to six months old.

However, many experts have questioned the push for new vaccines. Earlier this month, Florida Surgeon General Dr. Joseph Ladapo criticized updated sockets.
“We all know there is a new vaccine coming around the corner, [a] novel COVID-19 mRNA vaccine. And there is essentially no evidence “for that”, he said during a press conference.
“There’s been no human clinical trial to show that it benefits people, there’s been no clinical trial to show that it’s a safe product for people. And not only that, but there are a lot of red flags “.
Mr. Ladapo said that the COVID-19 mRNA vaccines have “caused heart injury to many people.”
It’s not actually “interim”
Canada’s interim order for COVID-19 vaccines has “become permanent,” according to the NCI report (pdf). An interim order usually lasts only one year. In March 2022, the order was replaced by a permanent regulation codifying the “subjective authorization” of the vaccine.
“Thus, under the standing test, Health Canada must no longer be swayed by urgency, but simply by the public health need related to COVID-19. Thus, it appears that as long as COVID-19 is a circulating virus, Health Canada must authorize any vaccine for which there are arguments to support the conclusion that its benefits outweigh its risks,“, the report said.
“Indeed, we fear that the makers of the COVID-19 vaccines will never have to prove it [the] safety or efficacy of their products”.
The NCI also alleged that there was a “conflict of interest” while approving the COVID-19 vaccines, with the government involved.
The Epoch Times has reached out to Health Canada for comment.
Political interests, Letter to Trudeau
Canada does not normally allow drugs to be imported into the country unless approved by Health Canada. However, the interim order allowed the importation of the unapproved COVID-19 vaccines “as long as the Canadian government was the buyer,” the report said.
This pre-purchase and distribution of COVID vaccines was done to ensure that jabs were available for distribution as soon as they were authorized. “That created a tremendous conflict of interest.”
“Once the vaccines have been purchased, imported and ready for distribution, the Government of Canada would have suffered significant political pushback if they were unable to authorize them. Therefore, the COVID-19 vaccines needed to be authorized and it had to be done quickly.”
The administration “ordered the vaccines, imported them, created new regulations to authorize them, and then took major steps to convince and coerce all Canadians to take multiple doses. The political stakes were high, and the federal government had all the motivations for authorizing vaccines, regardless of their actual efficacy or safety.”
On September 14, NCI sent a letter (pdf) to Canadian Prime Minister Justin Trudeau, highlighting the issue of the approval of the COVID-19 vaccine.
“Canadians trust representations about the safety and effectiveness of COVID-19 vaccines‘, which Health Canada has never determined, the letter said.
“As a matter of common sense, the objective falsity of the ‘proven safe’ claim calls into question the basis of informed consent for the administration of the injections, creating potentially enormous liabilities.”
In the current context, the organization noted that the immunity of the population has increased and the latest variants are “milder”.
“Given your government’s intention to promote booster injections in the coming months, the urgency now lies in telling Canadians the truth and taking corrective action.”
The NCI asked the prime minister to withdraw the COVID-19 vaccines “until the normal rigorous evaluation can be completed” and to restore the traditional objective test of safety.
