Former US ambassador to Bolivia accused of espionage in Cuba

A former US ambassador to Bolivia, Victor Manuel Rocha, has been accused of spying in Cuba for more than 40 years. The US Department of Justice described the case as one of the most far-reaching and longest-running infiltrations of the US government by a foreign agent.

Rocha, 73, was arrested and is expected to appear before a federal judge in Miami. He could not immediately be reached for comment.

According to the Justice Department, Rocha worked for the State Department from 1981 to 2002. He was a member of the White House National Security Council from 1994 to 1995 and served as an adviser to the Commandant US Army South from 2006 to around 2012.

In a court document filed in the Southern District of Florida, the US accuses Rocha of secretly supporting Cuba and its clandestine intelligence-gathering mission against Washington since 1981.

Rocha admitted to his decades of work in Cuba in a series of meetings in 2022 and 2023 with an undercover FBI agent posing as an undercover representative of the Cuban Directorate General of Intelligence, according to the court document .

Charges against Rocha include acting as an illegal foreign agent, using a fraudulently obtained passport and conspiracy to launder money. If convicted, he faces a maximum sentence of life in prison.
