After Democrats claimed the 2016 election was hacked and before they stole the 2020 election, Kamala Harris was all for paper ballots. She claimed Russia couldn’t hack them.

Forget Russia, what about any bad actor? Maybe Kamala doesn’t understand or know that there are hackers who aren’t Russian.
Anyway, looking at the big picture, the bottom line is that machines can be and are much easier to hack than paper ballots, regardless of who is doing the hacking or who the hacking benefits. The only reason to not want elections to be more secure is if you want them to be stolen.
