Ukrainian troops invade Russia's Kursk region, embarrassing the Kremlin

In an unprecedented move, Ukrainian troops have made a major incursion into the Kursk region of southern Russia. The bold move, which saw hundreds of Russian soldiers surrender and civilians flee, has been described as a major provocation by Russian President Vladimir Putin. The unexpected move by the Ukrainian military into Russian territory has been seen as a strategic attempt to embarrass the Kremlin and boost morale at home.

Despite losing ground in eastern Donetsk, the Ukrainian army chose to send experienced brigades into Russian territory. The goal was to force the Russian Ministry of Defense to redistribute resources and provide a much-needed morale boost to the Ukrainian home front. Ukrainian forces achieved operational surprise in the face of Russia's lack of preparedness in their border areas, a tactic that had previously worked in September 2022 when they retook much of the occupied Kharkiv region within a week.

Ukrainian brigades managed to push more than 20 kilometers into Kursk during the first two days of the operation. Good intelligence allowed forward units to advance further on a somewhat chaotic battlefield, often bypassing Russian defenses. By Friday, Russian authorities had lost control of at least 250 square kilometers of territory.

Ukrainian forces also gained control of a natural gas transit hub near the border, through which Russia supplies Europe with substantial volumes of natural gas. However, Gazprom, Russia's largest gas company, said the pipeline was still operating.

Inside Russia, the unexpected Ukrainian incursion has reignited anger and resentment among Russian civilians and military personnel. Thousands of civilians in the region have fled their homes and military prosecutors have been asked to investigate commanders' decisions to transfer units from the Kursk region before the attack.

Despite the initial success of Ukrainian forces, it is unlikely that they will be able to hold much of the Russian territory they have captured. Russian reinforcements are expected to eventually regain control of the region, even if it will take longer than expected to begin an effective defense. The Ukrainian operation, however, has exposed some of Russia's critical planning assumptions and vulnerabilities and put pressure on decision-makers in Moscow. It also serves to demonstrate to Ukraine's allies that it still has the energy and imagination to surprise its enemy and embarrass the Kremlin.
