The EU will debate Ukraine's candidacy, Hungary threatens to veto

The European Union (EU) will begin debating whether to open accession talks with Ukraine on Tuesday, with Hungary threatening to block the move and others demanding more conditions.

The meeting marks the start of preparations among the 27 EU member states for a summit on December 14-15, where a decision will be made on the integration prospects of Ukraine, Moldova, Georgia and Bosnia.

The European Commission has proposed that the summit agree to start negotiations with Ukraine, possibly in March or once Kiev meets the final conditions.

The initial draft of the agreement, which was leaked to Reuters, states that the European Council decides to open accession negotiations with Ukraine and Moldova.

For Georgia, the draft says the Caucasus republic would gain EU candidate status on the condition that Tbilisi implements pending conditions.

For Bosnia, the draft states that the bloc is ready to open EU accession negotiations once the necessary degree of compliance with the accession criteria is achieved.

All three decisions would require unanimous support from the 27 EU countries, but Hungary has already threatened to veto Ukraine's bid.

Hungarian government spokesman Zoltan Kovacs said that, according to Budapest, the conditions for Ukraine to start accession talks have not been met, citing the ongoing war, the level of corruption and the fact that 20% of country is occupied

In an effort to convince Hungary to support Ukraine, the Commission recently announced it would unblock billions in EU aid to Hungary that had been frozen over rule of law issues, including corruption.

However, there is no immediate indication that this has influenced Hungarian Prime Minister Viktor Orban's position on Ukraine.

Further complicating the picture, some other EU countries have demanded that the summit advance the EU prospects of Georgia and Bosnia in exchange for their support for Ukraine.
