According to the police report publicly available at the Metropolitan Police Department web site, an 18-year-old named Kentrell Flowers approached the deputy U.S. marshal who was sitting in his car outside Judge Sotomayor's condominium around 1:15 a.m. Flowers allegedly pointed a gun at him in an attempt to steal the vehicle.
The DC Metropolitan Police Department issued one Press release discussing the incident, but did not initially mention his connection to Justice Sotomayor. The release stated that the suspect got out of a vehicle and approached one of the officers, brandishing a handgun with the apparent intention of robbing him. In response, the marshal drew his service weapon and fired several shots. Another marshal in a different vehicle also responded by firing his service weapon.
The suspect, Flowers, was shot but suffered non-life threatening injuries and was taken to a local hospital for treatment. Fortunately, no police officers were injured during the altercation.
Flowers has since been arrested and charged with armed carjacking, carrying a handgun without a license and possession of a large capacity ammunition feeding device.
Investigations revealed that the incident took place at Beauregard Condominiums in northwest DC, where Judge Sotomayor owns a condo. The US Marshals Service (USMS) confirmed that the officers involved in the shooting were part of their protective team.
During the investigation, police recovered the black and silver Smith & Wesson 40VE handgun that Flowers allegedly used in the attempted carjacking.
While the first marshal involved was named “Deputy US Marshal Black” in the Metro PD report, the identity of the second officer was not released. The USMS spokeswoman explained that it is standard practice for them not to discuss specific protective details or release the names of personnel involved in shooting incidents until investigations are complete.
Details of the statement of facts filed in DC District Court revealed that Flowers arrived in a silver van at 1:17am. He approached the federal officer's parked, unmarked car on 11th Street, pointing his gun out the driver's side window. At that point, the officer, identified as the complainant, discharged the firearm, firing approximately four shots and striking Flowers in the mouth. The complainant administered immediate first aid to Flowers as the silver van fled the scene, heading north on 11th Street Northwest.
Although a matching silver 2017 Toyota Sienna van was found in a stolen vehicle database, law enforcement authorities have yet to locate the car or driver involved in the incident.
The shooting is currently under investigation by the PD Internal Affairs Division's Force Investigation Team. The department said the case will be independently reviewed by the U.S. attorney's office.
The increase in car thefts and stolen vehicles has become a major concern for DC police, with more than 900 car thefts and more than 6,000 stolen vehicles in 2023, a significant increase compared to the previous year.
