After billionaire Elon Musk bought Twitter, now X, in October 2022 and promised to restore free speech, the platform has moved toward it in many ways, but also imposed softer censorship.
Musk’s X has unbanned many accounts and posted “Twitter files,” exposing the censorship that took place before his inauguration. However, the platform has also instituted a “freedom of expression, not reach” enforcement doctrine, allowing individuals to post whatever they want, but removing content that violates the platform’s rules so that other users are unlikely to see the posts. “X is now a place where everyone can express themselves freely, as long as they do so within the bounds of the law,” said Linda Yaccarino, CEO of X. he wrote in a blog post on Thursday. “We believe that open and respectful discourse is the best way for humanity to thrive.”
Musk appointed Yaccarino as CEO in June after advertisers escaped the platform due to increased freedom. Yaccarino has praised freedom on the platform, but also tried to reassure advertisers that the vast majority of content seen on X is safe.
“More than 99% of the content users and advertisers see on Twitter is healthy,” Yaccarino said published on X in July, highlighting the expansion of the “freedom of expression, no arrival” policy.
There are currently strikes rules on the platform how to ban “attack[ing] other people” based on their identity.
“Our trust and security team is working 24/7 to combat bad actors and consistently enforce our rules in areas such as hate speech, platform manipulation, child safety, impersonation, ‘identity, civic integrity and more,’ Yaccarino wrote in the blog post. “We’ve made real progress in our work to combat misinformation from all sides at X.”
Experts sounded the alarm about the advancement of Musk’s platform censorship to the Daily Caller News Foundation in September, but Musk has since reversed some of those measures. For example, X was recruitment specialists in August to protect against “election interference” on the platform, but Musk as reported fired half of the staff working on election integrity in September.

Musk reinstated many banned accounts after taking over the platform, including former President Donald Trump, clinical psychiatrist Dr. Jordan B. Peterson and satirical channel Babylon Bee. He has released numerous batches of “The Twitter Files,” which are internal company documents that reveal censorship, including emails related to X’s decision to delete Hunter Biden’s 2020 laptop story.
The European Union (EU) is using it Digital services law (DSA) to influence platforms like X to censor objectionable content. The Law it took effect in August and requires major platforms to improve content moderation by cracking down on “disinformation,” which could impose massive penalties for violations.
moss told the European Commission that the platform would comply with the DSA, Reuters reported in October 2022.
