Biden, in a move described as sidestepping Republican opposition, emphasized his commitment to using executive powers to tackle border issues independently. The memo, as reported by the Washington Examiner's Anna Giaritelli, highlights that while single adults in the Eastern Hemisphere are generally processed through “NTA/OR” (Notice to Appear/Released on Own Account), they make exceptions for illegal aliens from certain countries such as Russia, Georgia, Uzbekistan, Tajikistan, Moldova, and Kyrgyzstan, which are classified as “mandatory reference” countries.

“Specifically, the memo directs agents to process all single adults from more than 100 countries in the Eastern Hemisphere as NTA/OR, which stands for 'Notice to Appear/Release on Own Account,'” except for six countries that are considered of “mandatory reference” (Uzbekistan, Russia, Tajikistan, Georgia, Moldova, Kyrgyzstan).
