
The House Freedom Caucus has he made it clear that they are willing to let the federal government shut down if their demands are not met.
The group is pushing for a short-term spending bill to be tied to a proof-of-citizenship requirement to register to vote.

In a statement released as lawmakers enjoy a six-week recess, the Freedom Caucus laid out its position: Either pass the 12 bills to cut spending and advance conservative policies, or prepare for a government shutdown.

If Congress resorts to a continuing resolution (CR) to keep the government running beyond the end of the fiscal year on Sept. 30, the Caucus insists it would have to extend funding through early 2025 and include the Act of Safeguarding American Voter Eligibility (SAVE).
The SAVE Act, which passed the House with near-unanimous Republican support and a handful of Democratsaims to prevent noncitizens from voting, a response to what the Caucus calls the “millions of illegal aliens imported by the Biden-Harris administration.”
Despite its passage in the House, the SAVE Act faces strong opposition from the White House and an uncertain fate in the Senate, where Democrats hold the majority.
Only US citizens should vote in US elections.

That position by the Freedom Caucus is setting up a showdown with members of the GOP Establishment, including House Appropriations Chairman Tom Cole (R-Okla.). Cole, who has expressed his desire to complete the government funding process by the end of 2024, also acknowledged the need for a CR to avoid the consequences of a government shutdown, he said.
