Unlike many super PACs, the group stresses that it will focus only on field operations and will not be involved with paid media.
The memo says the group intends to “operate in concert” with Mr. trump
The group is one of several new pro-Trump organizations seeking to take advantage of new Federal Election Commission advisory guidance that allows outside groups to coordinate outreach programs with campaigns without violating the coordination ban that applies to advertising . Another new outside group, America PAC,
was co-founded by Elon Musk to fund research in battleground states, and that group is also in talks with the Trump campaign about a data-sharing deal, one of the people said.
“Our mission is simply to execute the president's game plan — the thought leadership is theirs,” wrote Mr. Buskirk in the note. “The announcements and the air war are theirs. The muscle on the ground is ours.”
Mr. Trump chose Mr. Vance as his running mate, in part because he was close to some of the tech industry's biggest donors. Some of those contributors are among those involved in a donor collective called the Rockbridge Network that Mr. Buskirk. Their twice-yearly meetings have resulted in appearances by Mr. Trump, as well as mega-donors like Peter Thiel, Rebekah Mercer, Steve Wynn and David Sacks. Members pledge to spend $100,000 annually on programs recommended by Rockbridge and the group
said last year it had about 125 members. Its most recent conference was held this year at Mar-a-Lago and featured appearances by Mr. Vance, Mr. Trump and his son Donald Trump Jr.
Mr. Buskirk has introduced Turnout for America to members of the Rockbridge Network, according to one of the people with knowledge of the plans. It was not immediately clear who had donated to Turnout for America, but it will have to disclose its donors to the FEC in October.
