The veteran receiver, who is entering the final year of his contract, had an impressive 2023 season. With several receivers around the league securing contract extensions, there is speculation that Cooper's absence could be related to his own contract situation.

Earlier this offseason, Browns general manager Andrew Berry indicated that Cooper's contract could be reviewed after the draft, but so far nothing has been reported.
If Cooper's absence is unexcused, he could face fines in excess of $100,000 for missing all three days of minicamp.
The Browns acquired Cooper and a sixth-round pick in a trade with Dallas, who received a fifth- and sixth-round pick in return.
