Comer noted that the American public has been questioning Biden's ability to lead the country, prompting the committee to investigate O'Connor's February assessment, which declared Biden “an 81-year-old man healthy, active and robust, who remains fit to carry out the duties of the presidency successfully”.
The committee is particularly interested in why O'Connor did not recommend a cognitive test for Biden despite Joe's apparent mental decline. Comer noted, “The Oversight Committee is concerned that your medical evaluations may have been influenced by your private business endeavors with the Biden family.”
Comer has evidence indicating that O'Connor was involved with Americore Health, LLC, along with Joe Biden's brother, James Biden. Americore, which operates rural hospitals, has come under scrutiny as part of the committee's impeachment inquiry into James Biden's business activities.
Investigations revealed that James Biden received more than $600,000 from Americore while he was a director of the company. Notably, James Biden received a $200,000 wire from Americore in 2018, which he then used to write a $200,000 check to Joe Biden, labeling it as “loan repayment.”
Carol Fox, a Chapter 11 trustee for Americore, testified that the loan was provided to Biden without documentation, based on promises of funding from the Middle East that never materialized. Fox filed a lawsuit against James Biden, alleging that he used his last name to open doors and secure investments.
During an interview with the committee, James Biden mentioned that O'Connor “provided him with advice in connection with the alleged work he was doing for Americore.” James Biden stated: “I met with, for example, my brother was not in office at the time. He was a private citizen. And he had passed his: as vice president, his personal physician was Colonel Kevin O' Connor.
Comer's letter also refers to a meeting O'Connor and Hunter Biden attended with James Biden and the president of a hospital acquired by Americore.
Despite the ongoing scrutiny, the The White House maintains that Biden has not been examined by a doctor since February. However, Joe Biden recently told Democratic governors that he was “checked out by a doctor and everything was fine.”

“Statements from the White House Press Secretary and Joe Biden appear inconsistent, and the Committee is trying to understand the extent of your role in the White House at this time,” Comer wrote. “Given your connections to the Biden family, the Committee also seeks to understand whether you are in a position to provide accurate and independent reviews of the President's fitness to serve.”
Comer has requested that O'Connor be available for a transcribed interview with the House Oversight Committee by July 14 and has demanded all documents and communications about Americore and James Biden.
The lawsuit comes amid growing calls for Biden to suspend his re-election campaign, including from top Democrats, former staffers and allies. However, the White House insists Joe Biden is “absolutely not” considering dropping out of the 2024 presidential race.
“I'm running. I'm the leader of the Democratic Party. Nobody's running me out,” Biden said last week.

President Comer also asks Dr. O'Connor to produce all documents and communications in his possession related to his involvement in the financial activity of the Biden family.

Amid reports that President Biden has “lost all independence,” on July 3, 2024, White House Press Secretary Karine Jean-Pierre stated that she was speaking with Dr. O'Connor and that the President Biden had not been evaluated since February of this year. However, in a phone call with Democratic governors the same day, President Biden “told the assembled governors that he was checked out by a doctor and everything was fine.” Prior to his current position, Dr. O'Connor was involved with the Biden family's influence peddling schemes. Recent evidence obtained by the Committee shows the involvement of Dr. O'Connor and James Biden with Americore Health, LLC, a company that operated rural hospitals and is currently involved in bankruptcy proceedings. James Biden, the president's brother, used Americore funds to pay Joe Biden $200,000 as the company was facing financial difficulties. James Biden received payments of $400,000 and $200,000, characterized as loans, from the company that were wired directly to his bank account “based on statements that his last name, 'Biden,' could 'open doors' and who could get a lot of investment from the Middle East based on his political connections.” During his transcribed interview, James Biden confirmed Dr. O'Connor advised him in connection with the alleged work he was doing for Americore.
