Joe Biden made an apparently scripted announcement about a new security assistance package for Ukraine during a joint press conference with Ukrainian President Volodymyr Zelensky in Washington.
The briefing took place on 11 July at the NATO summit.
In his remarks, Joe Biden tried to consistently convey a message of unwavering support for Ukraine while reading almost entirely from note cards prepared for him by his staff.

He emphasized: “I am proud to announce a new security assistance package for Ukraine. This will be the eighth package that I have authorized since we signed a national security bill into law. Secretary of Defense, can we talk about what the details of all this I signed it yesterday or last night I guess and we are working with our NATO allies to make sure that Ukraine flies F-16s this summer and show the world that we are with Ukraine now and in the future.”
The United States is announcing a further withdrawal of military aid to bolster Ukraine's defenses. We will continue to stand by Ukraine in its fight against Russian aggression.

Since the passage of a foreign aid bill by the US Congress in April, which allocated approximately 61 billion dollars for Ukraine, this is the eighth approved package announced by Joe Biden.
Although specific details of the new aid package were not provided during the press conference, the Associated Press reported that the package is estimated to be worth $225 million.
