Biden Caves to the left, will support changes to the Supreme Court

President Joe Biden is preparing to support changes to the Supreme Court that he hopes will energize the Democratic Party's left-wing base as his re-election campaign continues to falter.

President Biden is finalizing plans to pass major changes to the Supreme Court in the coming weeks, including proposed legislation to establish term limits for the courts and an enforceable ethics code, according to two people briefed on the plans.

He is also weighing whether to seek a constitutional amendment to remove broad immunity for presidents and other constitutional officials, the people said, speaking on condition of anonymity to discuss private deliberations.

The announcement would mark a major shift for Biden, a former chairman of the Senate Judiciary Committee, who has long resisted calls to reform the high court.

After the confirmation of Justice Brett Kavanaugh in 2018, which tilted the Court toward a 5-4 Republican-appointed majority, left-leaning Democrats began talking about packing the Court.

The idea gained traction during the 2020 campaign, especially after the passing of liberal Justice Ruth Bader Ginsburg and the appointment of Justice Amy Coney Barrett. Biden declined to say where he stood, promising only to appoint a commission to study the issue.

When the commission issued its report in December 2021, he said the benefits of expanding the Court were “uncertain”. He considered term limits and a code of ethics for Supreme Court judges, among other proposals.

President Biden took no action to implement the proposed reforms. Like the publication notes, many of them would have required legislation, which would have required at least some Republican assent to overcome the Senate filibuster.
