What Constitutes a Significant Change?

The guidelines define significant changes that warrant an automatic refund, including:

  • Delays exceeding three hours for domestic flights and six hours for international flights.
  • Modifications in departure or arrival airports.
  • Increased connections compared to the original itinerary.
  • Downgrades in class of service.
  • Changes to connecting airports or aircraft that are less accommodating for passengers with disabilities.

Timeliness of Refunds

When applicable, airlines are required to process refunds swiftly. For passengers who paid by credit card, refunds must be issued within seven business days. For other payment methods, airlines have 20 calendar days to fulfill the refund.

Forms of Refunds

Refunds are to be issued in cash or the original form of payment. This includes credit cards or airline miles. Importantly, vouchers or travel credits can only be accepted if specifically chosen by the passenger.

The Full Refund Amount

Passengers are entitled to receive the full ticket purchase price back, minus the cost of any transportation already used. Additionally, all government-imposed taxes and fees, along with airline fees, must be included in the refunded amount.

Additional Refund Scenarios

Beyond ticket refunds, passengers are also eligible for compensation under certain conditions:

  • Checked bags that arrive more than 12 hours late (or 15-30 hours late for international flights).
  • Refunds for ancillary services not provided, which may include in-flight Wi-Fi or entertainment services.

With a focus on clarity, airlines are now required to disclose all fees upfront. This includes costs related to checked bags, carry-on bags, reservation changes, and cancellations. Such information must be available to consumers whenever fare and schedule details are presented.
