The U.S. federal government is tracking people who chose not to get the COVID-19 vaccine shot, according to federal government records and videos obtained exclusively by NATIONAL FILE. According to the shocking video, unvaccinated people are being silently tracked when they go to the doctor’s office or the hospital because of a new silent program proposed and implemented by the Centers for Disease Control and Prevention (CDC). Materials from the government meeting make clear that the new program is designed to “follow people who are not immunized or only partially vaccinated.”

A great deal of information was revealed at the September 14-15, 2021 Zoom virtual meeting of the federal government’s ICD-10 Maintenance and Coordination Committee (which includes representatives from the Centers for Medicare and Medicaid Services, known as CMS , and the Centers for Disease Control and Prevention’s (CDC’s) National Center for Health Statistics.At the meeting, the Committee discussed new “ICD-10” code categories that the National Center for Health Statistics (NCHS ) of the CDC wanted to create to mark people as “Not Vaccinated for COVID-19,” “Partially Vaccinated for COVID-19,” and “Other Underimmunized States.”

The ICD-10 coding system was created by the World Health Organization (WHO) and is used by doctors to categorize different types of patients. ICD-10 codes are kept in the patient’s electronic medical record and used by insurance companies for billing. The CDC’s National Center for Health Statistics maintains ICD-10 codes. Within the ICD-10 codes, there is a category known as “ICD-10-CM” codes (reportedly used by the CDC for tracking purposes), and this “CM” category includes the new category “No vaccinated for COVID-19” and also the category “Partially vaccinated for COVID-19” and the category “Other state of subimmunization”.

The Committee made it clear that the new codes would be used to “track” unvaccinated people. At the time of the meeting, people who had adverse reactions to a previous vaccine would still be classified as unvaccinated or partially vaccinated, even if they are physically unable to obtain further vaccines or boosters.

The CDC implemented the new codes to track unvaccinated people in April 2022, according to a document posted on the federal CMS website.

The topic pack states (emphasis added): “During the current time of the COVID-19 pandemic, immunizations have provided protection for many people, but there is interest in being able to track people who are not immunized or who are only partially immunized. Currently, this is an important modifiable risk factor for morbidity and mortality, and of clinical interest as well as public health value. NCHS proposes the creation of codes for to unvaccinated for COVID-19 and for partially vaccinated for COVID-19″.

“NCHS” means the National Center for Health Statistics, which is a division of the United States federal government of the Centers for Disease Control and Prevention (CDC).

Berglund stated, “These are their proposed changes,” referring to the CDC’s NCHS division.

Here’s page 194 of the topic packet for the meeting, which refers to “interest in being able to track people who are not immunized or only partially immunized.”

A Premier commenter asked about patients who “might have had the first shot, had a really bad adverse reaction, and can’t get the second shot. Maybe there should be a code indicating incomplete vaccination or not vaccinated due to contraindication ?”

David Berglund replied: “Hmm. So basically it could be ‘partially vaccinated’ or in some cases people could be completely unvaccinated if they’ve had some history of reaction to some types of vaccines. But essentially the thought would be that there would be a story of some other kind of reaction code that would explain that. I’d have to look into how that could be done. At this point, we haven’t proposed to have a separate way to code this kind of situation here. But there’s sure to be there could be interest. We can certainly look into it further.”

An NIH government website says, “ICD-10-CM diagnosis codes will tell the story of each patient encounter, describe the etiologies of the disease process, explain complications of care, provide a basis for medical necessity, will support coverage for payment purposes, identify disease incidence and support statistical monitoring of healthcare practices, as well as provide disease status information on medical practices throughout the continuum of attention”.
